The U.S. Department of the Navy (DON) has introduced a new Adaptive Roadmap to direct capability investments through a structured, data-driven strategy. Outlined in a July 31 memo, the framework is now the official process for evaluating and prioritizing emerging technology investments across the DON.
The roadmap aims to streamline the full technology lifecycle — from concept to divestment — aligning resources to mission needs. It features three key components: Technical Investment Horizon Charts, Execution Schedules, and, when required, a DOTMLPF-P Campaign Plan to accelerate adoption in complex governance environments.
According to the memo, the roadmap emphasizes flexibility, organizing planning around broad themes and time horizons rather than fixed dates. Programs will maintain documented backlogs, prioritize by impact, and leverage visual tools for stakeholder communication.
The DON CTO and Chief Services and Infrastructure Officer will lead implementation, urging programs to integrate the roadmap with resource and functional sponsors to ensure alignment and sustained progress.
