The U.S. Army is developing a new AI-powered network engagement platform called VICTOR to help soldiers and Army professionals quickly access, share, and apply operational knowledge.
Led by the U.S. Army Combined Arms Command, the initiative seeks to connect the Army’s vast institutional knowledge with the day-to-day needs of personnel across the force.

The platform addresses a long-standing challenge within the military: critical lessons learned, doctrine, and operational insights are often spread across disconnected systems, making them difficult to locate when needed. VICTOR aims to consolidate trusted Army knowledge into a single interface, reducing the time soldiers spend searching multiple repositories for information.

According to Army officials, the platform is being developed as a mobile-first capability that will provide relevant, actionable information at the point of need, whether soldiers are preparing for training, planning operations, or responding to emerging threats.

“We’re getting away from soldiers having to comb through a haystack of links to websites and documents that may or may not even have the answers they need. The point of this effort is to combine AI capabilities with the massive canon of knowledge we have in our doctrine library and in the experience of our soldiers,” said Lt. Col. Jonathan Nielsen, the VICTOR lead at the Combined Arms Command.

Rather than replacing existing systems, VICTOR is designed to connect them and provide synthesized responses drawn from multiple knowledge sources. The application has been made available to a group of soldiers and Army civilian professionals who are testing the platform and providing feedback ahead of a broader rollout planned for the fall.

The Army expects the platform to strengthen readiness by helping soldiers and commanders make faster, more informed decisions while enabling lessons learned across the force to be shared and applied more effectively.
