The United States Department of War has appointed Richard Patterson Division Chief – Data Acquisition and Management within the Office of the Deputy Chief Financial Officer (ODCFO). In his new role, Patterson serves as Division Chief for Data Acquisition and Management on Advana for Financial Management, supporting the platform’s financial data mission as it evolves into the broader War Data Platform. 

According to Patterson, his team is responsible for acquiring, governing, and managing the Department’s financial data to ensure it is trustworthy, traceable, usable, audit-ready, and AI-ready.

Before assuming the role, Patterson served as Chief Data and AI Officer for the Bureau of the Comptroller and Global Financial Services at the U.S. Department of State. Earlier, he was Chief Data and Analytics Officer and Enterprise Data Architect at the Defense Security Cooperation Agency within the United States Department of War. 

His career also includes data leadership roles at Booz Allen Hamilton, Common Securitization Solutions, DMI (Digital Management, LLC), Phase One Consulting Group, Z&A Inc., Capgemini, and Knowledge Integrity Inc. He holds a position on the CDO Magazine Global Board, showcasing his contributions to the field of data.

Reflecting on the appointment, Patterson said, “As Advana evolves into the broader War Data Platform, the original financial management mission it was built for hasn’t gone away — if anything, it matters more, because every capability the platform eventually delivers, AI included, is only as good as the data underneath it.”
