The City of Boston has named Shin-Pei Tsay Chief Information Officer for the Department of Innovation and Technology (DoIT), where she oversees the city’s technology organization and digital infrastructure. Tsay succeeds Santi Garces, who served as CIO for four years before joining Harvard University to pursue research and teaching focused on the future of government, artificial intelligence, and innovation.

Tsay previously served as Boston’s Chief Research & Data Officer, where she launched the city’s first citywide data strategy. She also served as Executive Director of the Mayor’s Office of New Urban Mechanics.

Before returning to city government, Tsay was Director of Policy, Cities and Sustainability at Uber. She previously served as Executive Director of the Gehl Institute and Deputy Executive Director of TransitCenter, where her work focused on urban development, transportation, and civic innovation. Earlier, she held leadership roles at the Carnegie Endowment for International Peace and Transportation Alternatives.

Tsay was recognized as a Local IT Leader by StateScoop in 2025 and as a Sustainability Star by Adweek in 2022. She holds a Master of Science in cities, space & society from the London School of Economics and a Bachelor of Arts with distinction in government from Cornell University.
