Scotland’s New AI Strategy to Boost Adoption, Skills and Innovation

The Scottish Government has outlined a national strategy to accelerate AI adoption across businesses, public services, and research, with a focus on responsible growth, skills development, and infrastructure expansion.

The plan will be delivered through a new program, AI Scotland, which will coordinate efforts across industry, academia, and the public sector to drive implementation and scale adoption nationwide.

A key priority is improving AI uptake among small and medium-sized enterprises (SMEs), many of which are yet to adopt the technology despite rising demand for AI skills. The government plans to expand support programs, introduce leadership training, and provide practical tools to help organizations integrate AI into operations.

The strategy also emphasizes workforce readiness, with initiatives to strengthen AI literacy, align skills with industry needs, and prepare the youth for an AI-driven economy.

To support innovation, Scotland aims to strengthen its ecosystem of AI companies and research institutions, improve access to compute infrastructure, and attract investment. The plan highlights the importance of translating academic research into commercial applications and scaling high-growth companies.

Infrastructure development is another core pillar, including investment in data centers, renewable-powered computing, and distributed compute systems to support AI workloads while maintaining sustainability goals.

The strategy also calls for improved access to high-quality data and stronger governance frameworks to enable secure and responsible AI deployment across sectors.

An Expert Advisory Board will be established to guide implementation and ensure accountability, while future phases of the plan will be rolled out through 2027 and 2029 as the technology evolves.
