Build an AI governance strategy that can catch up to autonomous systems

Before beginning any implementation, data leaders need to set their AI governance strategy, which helps focus on and build in the right frameworks, goals and implementation. Setting this early means creating a safe, secure and ethical AI system.

But as these systems are increasingly embedded into workflows, retrieving information, interacting with applications, coordinating tasks, and triggering actions in real time, that evolution changes the nature of governance entirely.

It’s very important to get this strategy right from the outset. Else, buy-in from other key leaders may become a struggle as the implementation evolves and unexpected challenges emerge.

  • Policy without plumbing: Check governance documents are not static PDFs and are embedded into runtime systems like gateways, SDKs, and CI checks for practical enforcement
  • Shadow RAG: Avoid uncataloged data sources and ad hoc embeddings, which undermine traceability. Instead, use established data catalogs and lineage frameworks for auditable retrieval
  • Single model lock-in: Plan an LLM mesh to abstract models early, providing the flexibility to switch based on quality, cost, or risk, reducing long-term dependency
  • Metrics myopia: Ensure the strategy will balance productivity gains with crucial risk, compliance, and quality indicators to maintain a complete and accurate view of performance

Start with an AI governance framework that works, not one that looks complete

Many organizations begin by searching for an AI governance framework, a defined structure that can be easily deployed to keep new AI models in check.

Across enterprises, one pattern appears repeatedly: teams spend months aligning on governance structure while foundational issues such as data quality, ownership, collaboration, and change management remain unresolved.

Todd Henley, who has spent more than two decades building governance, risk, and compliance programs across regulated industries, argues that the industry has become far better at producing frameworks than explaining how to operationalize them.

That distinction matters.

In practice, governance maturity develops by working outward from real business use cases and existing organizational capabilities. He uses examples of how stronger programs tend to begin with questions that are far more practical:

  • How are decisions made internally?
  • Where does collaboration break down?
  • Which governance structures already exist?
  • What can realistically be enforced today?

Organizations don’t need to solve everything simultaneously. Frameworks are useful, but only when they support how the business actually operates.

Don’t attempt to implement mature governance structures before the surrounding operating model is ready to support them. 

Instead, start by assessing organizational culture, change management maturity, and collaborative capacity to determine the best-fitting frameworks. 

Plan to build strong cultural foundations and work hard on building space for collaboration. This will enable smoother integration and help foster buy-in across departments. 

Existing structures are the data leader’s friend: build on them for scalability and minimal disruption. This saves budget and resources by not bringing in a new disruptive system. Then list all the business areas that need to connect to the framework. 

Develop a timeline to gradually layer in AI-specific practices, ensuring sustainable governance that aligns with compliance and organizational growth. 

Ultimately, best practices ensure AI governance frameworks are compliant, robust, and relevant, giving key business leaders confidence in their ability to adapt to future needs.

AI governance roles: Who owns what?

One of the simplest questions in AI governance often exposes the biggest weakness: who owns your organization’s most critical AI system?

Here’s a clue: it should never be a committee, nor simply a function of another system.

Rehan Kausar is a seasoned AI leader who advises regulated financial institutions on AI governance and examination readiness. He has seen the same structural issues surface repeatedly, and is steadfast in his belief that one key person should take ownership at each stage.

Responsibility is usually distributed widely across technical, legal, risk, and business teams, but accountability is rarely attached to an individual owner. When the pressure ramps up, that lack of accountability is clear.

Many AI governance roles might be well defined on paper, yet struggle when real-world escalation is required. Systems move into production, multiple teams remain involved, and everyone assumes somebody else owns the final decision.

The result is AI governance that coordinates activity without establishing true accountability. Instead, Kausar reframes the issue around the lifecycle of AI systems, highlighting that it’s not even a single person that is responsible for the entirety of the platform.

Ownership shifts across stages:

  • Use case approval
  • Development
  • Validation
  • Deployment
  • Monitoring
  • Retirement

Each phase requires explicit accountability tied to named owners with authority to act. This is one of the clearest differences between AI governance that exists operationally, and that which exists primarily in documentation.

If a data leader is unsure if this applies to their organization, they should take the Named Owner Test.

It asks who, by name, is accountable when the organization’s most consequential AI system produces a risk event.

If the answer is a named individual with authority to act, AI governance is set well. Committees, functions – or titles without names – signify inadequate governance, setting institutions up for issues under future examination.

Why AI governance compliance can fail when it matters most

Most organizations already have AI governance policies. The larger issue is whether they’ve embedded enforceable controls throughout the AI lifecycle before regulators, auditors, or risk events find the gaps.

That’s where having rigorous AI governance compliance comes to the fore.

Especially in regulated industries, scrutiny is shifting away from policy documentation and towards operational evidence.

Based on his work in risk and compliance environments, Kausar points to a major change already underway. Regulators and examiners increasingly want proof that governance controls are functioning continuously inside production systems.

The conversation is shifting from “Show us your policy” to “Show us the control that prevented failure.”

That shift is forcing organizations to rethink governance as an embedded capability rather than a review exercise.

Leading enterprises are responding by introducing controls:

  • Maintaining continuous inventories of AI systems
  • Generating timestamped governance evidence automatically
  • Embedding controls directly into deployment pipelines
  • Monitoring systems continuously
  • Establishing escalation paths tied to measurable thresholds

The same challenge extends into third-party AI governance and vendor risk management. Many organizations now operate AI indirectly through SaaS platforms, embedded AI features, foundation model providers, and external APIs. 

Those systems still create AI governance obligations even when the organization did not build the underlying model itself. Policies can, of course, define intent, but only controls make that intent enforceable.

Data leaders should ask this question of their organization: how many AI systems are in production, including vendor-embedded and business-unit-deployed models? 

AI governance only counts if demonstrable under examination, requiring an evidence trail of logged actions and approvals, not just a policy screenshot. 

Getting the compliance right means the gap between known and documented systems is a measurable, regulatory cost, and one that’s increasingly enforced. 

Responsible AI governance: Why ownership of decisions matters

Some of the biggest AI governance failures are not technical at all. They are ethical failures, where the system does not uphold the enterprise’s needs or values. These often only become visible once AI systems begin operating at scale.

AI does not simply automate decisions. It scales the consequences of those decisions across customers, employees, and business processes. That is what makes ethics inseparable from AI governance.

Her perspective reflects a growing enterprise reality: many AI risks emerge not because systems malfunction, but because underlying assumptions were never properly questioned.

The warning signs are often subtle:

  • Data collected for one purpose gets reused for another
  • Information assumed to be anonymized can still reveal sensitive patterns
  • Models optimized for efficiency can reinforce historical bias
  • Performance metrics often fail to capture fairness or unintended consequences

In many cases, the system is technically working as designed. The ethical problem happens when the outcome is scaled.

This is why responsible AI governance increasingly requires organizations to evaluate not just whether systems work, but whether their decisions can be justified, explained, and defended under scrutiny.

As AI becomes more embedded into operations, ‘the model said so’, is no longer a defensible answer. 

To ensure they’ve built a responsible AI governance system, organizations should be able to easily articulate their goals for the data used. They’re then expected to be able to easily explain:

  • Where data came from
  • How decisions were made
  • What influenced the outcome
  • Who ultimately owns responsibility for it (as mentioned in AI governance roles)

If that’s not the case, then heading back to the discussion table about how these points can be addressed is an action that should be taken as a matter of urgency.

What are useful AI governance metrics and KPIs?

Many governance programs appear mature structurally but struggle to demonstrate whether governance is actually working. That’s where AI governance metrics and KPIs become critical.
But determining what is meaningful data, and what are less-important metrics, can be tricky.

Mansi Agarwal, Global Head of Analytics and AI at Carrier, approaches this problem from a systems and outcomes perspective.
Her view reflects a broader shift happening across enterprise AI: governance is increasingly being evaluated through system behavior over time, not simply through point-in-time validation.
Traditional AI metrics such as accuracy and adoption rates are no longer enough. Organizations now need visibility into:

  • Reliability of outcomes
  • Policy adherence
  • Frequency of human intervention
  • Behavioral drift
  • Escalation rates
  • Business value delivered
  • System consistency under changing conditions

Agarwal’s concept is treating every AI agent as a governed entity with identity, ownership and lifecycle tracking. It introduces a more actionable way of thinking about AI governance – and how success is measured.

The important shift here is that AI governance metrics are no longer just technical. They are behavioral, operational, and organizational.

While it might be enticing to think of implementation as the only important thing, defining the right AI governance metrics is arguably the most critical.  Only then will data leaders be able to see if what they intended is functioning correctly.

The AI governance guidelines needed to implement at scale

Visibility alone does not solve the problem of strong AI governance implementation. Taking all the systems and ideas discussed so far, and working out how to actually put them into practice, is one of the hardest steps in creating working governance.

One of the most common gaps is the separation between governance and engineering workflows. AI systems are developed inside delivery pipelines, while governance is a parallel review process. Teams work around governance, rather than with it.

Shuchi Agrawal, an experienced AI and data executive across financial services, aviation, and healthcare, focuses heavily on closing this divide.

Her perspective reflects an important operational reality: AI governance scales far more effectively when it becomes infrastructure instead of oversight.

To successfully scale AI, enterprise leaders must embed AI governance into their operating model. 

To get started, look at your organization’s core processes and see if the following exist:

  • A complete inventory of AI use cases and risks
  • Lineage and documentation built into platforms
  • Risk-structured approval models with clear decision rights
  • Continuous monitoring tied to action

If they’re present, then the implementation is on track. But AI governance must be owned as a transformation capability, not merely a compliance function. 

Enterprise AI success will be defined by scaling with the confidence of regulators, customers, employees, and boards.

AI governance vs data governance: Why data still limits AI at scale

AI governance is often treated as a new layer of enterprise oversight, bringing all-new challenges, but actually many of its biggest limitations trace back to something much older: data governance.

Robin Gordon, Chief Data Officer at insurance broker Hippo, notes that many organizations appear mature from a data governance perspective. But they can lack the operational foundations AI systems actually require.

Most enterprises already have governance structures, which AI can use, in place:

  • Ownership models
  • Catalogs
  • Policies
  • Glossaries
  • Control structures

The problem is that these structures were largely designed for humans navigating data environments, not AI systems consuming data at scale.

Humans can compensate for ambiguity through institutional knowledge and context. Models cannot. They learn inconsistency, missing context, and conflicting definitions as if they were signals.
This is where many organizations encounter the illusion of readiness. AI governance programs may document data successfully without making it operationally usable for automated systems.

As AI adoption expands across domains and workflows, that gap becomes much harder to hide.

AI systems increasingly require data that carries:

  • Clear lineage
  • Semantic context
  • Transformation logic
  • Quality controls
  • Governed metadata that remains consistent across systems

Without those foundations, organizations struggle to move beyond narrow AI use cases into broader enterprise interoperability and scalable automation.

Gordon’s perspective reframes governance as something embedded into pipelines and operational systems rather than maintained primarily through documentation and policy layers.

Closing the gap between data and AI governance requires treating governance as a core component of data architecture, no longer just documentation.

Embed context and quality into data platforms, enforce data contracts, carry semantic metadata, and ensure traceable lineage from model output back to source. It’s about aligning practices with how data is actually used.

The roles of data owners and stewards must evolve from maintainers of documentation to active curators of trustworthy data for AI systems – it’s a shift, but one that’s essential for organizations to support AI at scale.

The governance maturity gap is becoming measurable

Organizations are now trying to operationalize AI while simultaneously managing fragmented data environments, evolving privacy expectations, unclear ownership models, and growing regulatory pressure.
